The PLA has embarked on a well-financed effort to modernise its C4I infrastructure. The modernised C4I system is composed of at least four major networks a military telephone network, a confidential telephone network, a data communications network and a comprehensive communication system for field operations. One important development has been the laying of fibre optic lines, which now form the core of Chinas long-distance networks and trunk lines. This fibre optic backbone will pose problems to any future adversarys efforts to gain intelligence through SIGINT.14(f) Equipment.
